Purpose and private body

This manual is published under section 51 of the Promotion of Access to Information Act, 2000 (PAIA). The private body is Emille Van der Merwe, sole proprietor trading as Hub4Communities and operating Langeberg Community Hub. Emille Van der Merwe is the head of the private body.

Electronic requests and requests for a copy of this manual must be sent to langebergcommunityhub@gmail.com. The operating locality is Montagu, Langeberg, Western Cape, South Africa. The Hub has no public walk-in office, fax line or dedicated public telephone. This manual is available free on this website and by email request.

Records held

Record categories may include public website and Channel content; policies and operating records; submissions, consent and moderation records; business and directory requests; correspondence, corrections and complaints; technical security, rate-limit and incident records; and, if commercial services are later activated, quotes, invoices and required financial or tax records. A category does not mean that every listed record exists or is disclosable.

Automatically available

Public pages, current policies, approved public notices and any approved public directory entries are available without a PAIA request. Private submissions, contact details, moderation evidence, security records and member information are never automatically available.

How to request a record

Use the Information Regulator’s prescribed PAIA Form 2. Identify the record, explain the right you seek to exercise or protect and why the record is required, state the preferred access format, provide proof of identity or authority where applicable, and email the completed request to langebergcommunityhub@gmail.com. Prescribed request, access, copying or delivery fees may apply. The statutory process and time limits apply.

Decision and lawful refusal

Access is considered only where PAIA’s requirements are met. A request may be refused where PAIA protects another person’s privacy, confidential or commercial information, safety or security, legally privileged material, law-enforcement interests, or another protected ground. Records that do not exist or are not held cannot be supplied.

Personal information

The categories of data subjects, purposes, recipients, cross-border handling, retention, security approach and data-subject rights are described in the Privacy & Consent notice. Access to another person’s information is not granted merely because a PAIA request was made.

Remedies and review

A private-body decision has no internal PAIA appeal. A requester may use the Information Regulator’s PAIA complaint process, including prescribed Form 5, within the applicable period, or seek relief from a competent court. This manual is reviewed when the Hub’s records, operator details or processing activities materially change.
